JOB TITLE: Library Director
DEPARTMENT: Library
REPORTS TO: Mayor
FLSA STATUS: Exempt

GENERAL PURPOSE: Under general direction, plans, coordinates, and directs the Anacortes Public Library’s operations and activities; develops and recommends Library policies and procedures; evaluates community requirements for evolving library services; oversees and promotes the Library’s programs and increasingly broad services to the community; administers and oversees the maintenance of the Library’s assets; supervises assigned personnel; and interacts extensively with library support organizations.

LEVEL OF AUTHORITY Implements policies and programs with demonstrated sound management and professional judgment. Error in judgment could have substantial financial implications and could impact public acceptance of programs, protection of patron confidentiality, personnel, facilities, and services.

PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

1. Exercises independent judgment within broad policy guidelines; evaluates and analyzes issues and policies, and recommends and implements solutions; identifies and monitors goals and objectives; assures effective communication of actions required to meet the needs of internal and external customers.
2. Develops and directs strategies to meet Library goals and objectives; interprets concerns, defines desired results, develops solutions, determines scope and priorities of programs and special projects; evaluates Library needs, determines service requirements and goals, and assures the efficient delivery of high quality public services.
3. Works closely with the Library Board of Trustees. Develops and recommends new and/or revised Library policies and procedures for adoption by the Board of Trustees; implements and administers policies upon Board approval.
4. Prepares the Library’s budget for submittal to the Mayor after consultation with the Library Board; monitors and authorizes expenditures; determines capital needs and prepares justifications for capital requests; assures the effective and efficient use of budget, funds and resources.
5. Hires, trains, supervises, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with Library policies, procedures, and standards of service fostering team commitment and collaboration. Directs and supervises functions of the professional and management staff such as reference, collection development, and programming.
6. Oversees the delivery of Public Services to customers and the general public; implements changes necessary to improve operational efficiency and/or better meet the needs of customers.
7. Administers the assets of the Library including buildings, collections, equipment, and technology; monitors and ensures the effective utilization of the Library’s resources.
8. Develops and maintains constructive relationships with City and other government officials, other departments, community agencies and groups, and the general public regarding programs and activities.
9. Promotes the Library’s programs and services within the community with a focus on literacy and cultural events; delivers presentations to community groups; obtains public support and feedback in relation to the Library’s services.
10. Promotes use of the Library as a community center.
11. Works closely with the Friends of the Library, the Library Foundation, and library committees to build alliances within the community.
12. Coordinates and collaborates with outside agencies, government agencies, local businesses, and the media regarding various library related matters and/or projects.
13. Participates in the City’s management team developing and maintaining constructive relationships. Communicates Library issues, challenges, and successes and advocates for library services.
14. Prepares and maintains a variety of administrative records, reports, and documentation.
15. Keeps abreast of trends in the fast-changing library field through continuing education, networking with professionals, and participating in local and state-wide organizations.
16. Performs other duties as assigned or required.

MINIMUM QUALIFICATIONS:
Education and Experience:
Master’s Degree in Library Science, and five years experience managing and coordinating the operations of a library; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
• Washington State Librarian Certification is required.
• Must possess a valid WA State Driver’s License.

Required Knowledge of:
• Principles and practices of library administration.
• Public library operations, programs, services, and policies.
• Strategic planning principles and practices.
• Marketing and community relations principles.
• Library computer systems, databases, and software.
• Processes for preparing and administering budgets.
• Supervisory principles, practices, and methods with a focus on leadership.

Required Skill in:
• Overseeing and directing the Library’s day-to-day operations.
• Supervising, leading, and delegating.
• Ensuring the delivery of high quality library services and programs to the public.
• Developing, implementing, and administering public library plans, policies, and procedures.
• Advocating on behalf of the Library and promoting the Library’s services throughout the community.
• Establishing and maintaining effective working relationships with library staff, City departments, elected officials, Library Board, outside agencies, community groups, local businesses, patrons, and the general public.
• Developing and administering budgets and monitoring expenditures.
• Communicating effectively.

Physical Demands / Work Environment:
• Position requires ability to attend frequent meetings outside regular work hours, including evenings and weekends, and to be available for emergency call-outs.
• Work is performed in a standard office environment and is subject to sitting for extended periods of time, standing, walking, bending, reaching, and lifting of objects up to 20 pounds.

1. Pursuant to the Child/Adult Abuse Information Act, RCW 43.43.830 through 43.43.845, background investigations will be conducted on all City of Anacortes Library prospective employees, volunteers, and docents who will or may have unsupervised access to children under sixteen years of age, developmentally disabled persons, or vulnerable adults.

Salary Range: $70,000 to $86,400 annually
