Duties / Job description: Job Description:
Directs the Electronic Resources Program to include: Discus, Learning Express, Ferguson’s, E-Books Programs, TumbleBooks, Evanced Summer Reader Program, and other electronic resources which will benefit all South Carolina citizens through the state’s schools, colleges and public libraries.
Directs the overall operations of the Electronic Resources program. In collaboration with State Library Administration, plans, implements, manages and monitors all Electronic Resource programs including, Discus. Performs administrative functions of Electronic Resources. Responsible for monitoring, evaluating, goal setting, and determining the return on investment for each program and suggesting an adjusted course of action if needed. Monitors statistical usage and provides trending information to Administration. Works with advisory bodies and users to assess needs, evaluate and select databases.
Responsible for negotiation of contracts with vendors, budgeting, and collaborative purchasing agreements. Coordinates selection, purchase and vendor support of products. Responsible for comparison of content so that duplication is minimal. Must know target group needs and be able to build relationships which support collaborative buying power. Works with vendors to resolve technical, content and support issues. Must have solid understanding of relevant technology which allows for problem solving and ease of explanation to others, ensuring competent recommendations of products to purchase.
Responsible for managing collaborative opportunities with partners to increase participation and understanding of various programs. Responsible for direct promotion of programs with assistance of the PR/Marketing Director. Prepares and presents promotional and instructional presentations and exhibits. Consults with libraries and educational institutions to facilitate and support participation in various programs.
Responsible for one direct report: Discus Training Coordinator however, serves as a member of the Leadership Team. Must have strong management capabilities and be able to operate as a team.
Qualifications: Minimum Requirements:
Master’s degree in library science from an ALA accredited college/university and 6 years appropriate professional library experience.
Knowledge, Skills, and Abilities:
Extensive knowledge of organization, procedure, policy, goals and services of the agency. Extensive knowledge of the principles, practices and objectives of state library programs, considerable knowledge of administrative policies and procedures governing library service programs. Knowledge and experience in budget planning for electronic database resources. Knowledge of public relations and marketing techniques. Knowledge of current and emerging information science trends and technologies. Ability to establish effective working relationships with outside agencies, governing boards, public officials and the general public.
Receives limited supervision. Requires a high degree of independence, initiative and discretion. Consults with agency administration on plans, policies and decisions that affect the overall direction and implementation of the Agency’s Electronic Resources. Reports progress to agency administration.
Position involves in-state travel, including some overnight travel, to make presentations, staff exhibits and provide library consulting services. Valid driver’s license required. May involve out-of-state travel for professional development.
