State Library Agency 2013 ARSL Conference Scholarships

Again this year, we’re learning of state library agencies making scholarship opportunities available to librarians in their state! In addition to these state-provided scholarships, ARSL has opened up the application process for three ARSL scholarships.

Alabama

The Alabama Public Library Service (APLS) is pleased to announce the formation of 2 grants for this year’s Association of Rural and Small Libraries (ARSL) Conference in Omaha, Nebraska from September 26-28, 2013. Funding through the Library Services and Technology Act (LSTA), in conjunction with APLS, provides up to $1,500 reimbursement for registration, travel, hotel and meals for each grant recipient.

Criteria for grant applicants:

· Must work in an Alabama public library
· Never attended an ARSL Conference before
· Have a library service population of less than 25,000
· Have a willingness to network and share
· Agree to write a 1-page article (300 word minimum) for APLSeeds by November 1, 2013.
· Agree to speak at the October 17th Administrators’ Meeting about your conference experience
· If not the head of a library, supervisor approval of the application is required

Completed applications must be postmarked by June 14th, and grant winners will be announced by July 1st. It is up to the recipient to make all travel arrangements. Applications are available on the APLS website (http://www.statelibrary.alabama.gov) under Homepage Quick Links or for download here. California

Pennsylvania

The Office of Commonwealth Libraries is pleased to announce the formation of four scholarships to attend this year’s Association of Rural and Small Libraries (ARSL) Conference in Omaha Nebraska  from September 26-28, 2013. Funding through the Library Services and Technology Act (LSTA) provides conference registration plus up to $850 reimbursement for travel, hotel and meals for each scholarship recipient.  It is up to the recipient to make all travel arrangements.

The scholarship’s criteria for applicants include:

  • Must work in a Pennsylvania small or rural public library
  • Never attended a previous ARSL Conference
  • Willingness to network and share
  • Agree to participate in a Webinar to present what you learned to PA librarians
  • If not the head of a library, the supervisor must approve the application

Please complete this application.  It should be completed and sent to Bonnie Young no later than Monday, June 10.  Please let Young know if you have any questions.

Washington

The Washington State Library, thanks to funding from the Library Services and Technology Act (LSTA), is making full scholarships available for rural and tribal library staff to attend the 2013 conference of the Association of Rural and Small Libraries (ARSL), which will be held from Wednesday, September 25 – Saturday, September 28, 2013, in Omaha, Nebraska. Scholarships will include all conference fees, transportation, and other expenses.

Eligible applicants must:

Work at a small and rural library (serving 10,000 or fewer), or in a tribal library in Washington State;
Be a first-time attendee at the ARSL conference;
Demonstrate a willingness to share knowledge gained from conference attendance with fellow library/district staff through a webinar, printed article, blog post, etc.;
Show how conference attendance will help to meet the library’s goals as they relate to the eight LSTA priorities (www.sos.wa.gov/quicklinks/LSTA-8);
Attach authorized (signed) permission to the application.

Michael Sauers and Laura Johnson – Video Book Talks

In this hands-on pre-conference, Michael Sauers and Laura Johnson from the Nebraska Library Commission will take participants through the process of creating short videos for their libraries. They will teach participants why they should be using video in their libraries and go through the entire process of video creation. Learn how to create a video from start to finish by scripting, recording, editing and posting the video online. Participants will leave with a video of their own creation by the end of the workshop.

Opening:  The meeting of the Board of Directors of the Association for Rural and Small Libraries was called to order by Andrea Berstler, President, at 11:38 a.m. Eastern on April 5, 2013.

Present:  Andrea Berstler, Lesley Boughton, Donna Brice, Louise Greene, Tena Hanson, Paul Healey, Carla Lehn, Lisa Lewis, Carolyn Petersen, Jennifer Peterson, Steve Seale, Gail Sheldon

Absent: Becky Heil, Tameca Beckett

Quorum Present:  Yes

Others Present: Denise Wetzel, guest. Cal Shepard, State Librarian of North Carolina.

Consent Agenda

The minutes of the January 18, 2013 meeting were approved without changes or corrections. Motion to move the Finance Committee report to the Consent Agenda; motion carried. Motion to approve the Consent Agenda; motion carried.

Results of vote by email to approve AUP audit by accountant: unanimous approval by quorum of the board.

President’s Report

Discussion of ARSL “Code of Ethics” was tabled until a future meeting.

A Strategic Plan Task Force will be an ad hoc committee, taking the results of the board retreat in Chicago (March 2013) to create a strategic plan.  The plan will be presented to the Board at the annual meeting in Omaha, September 2013.

Lori Womack resigned from the board effective immediately.  According to the by-laws, the President can appoint a new board member as a replacement.  Andrea will pass the opening to the nominating committee to be filled by election.

Cal Shepard, State Librarian of North Carolina, accepted the opening as the COSLA liaison as the term of Lesley Boughton, Wyoming State Librarian and current COSLA representative, is ending.  There will be a transition period between 9/2013 and 9/2014 and then a reappointment for this position.

Gail Sheldon offered to represent the ARSL Board of directors as a member of the Pew Internet & American Life Advisory Committee.  An additional representative from the board may be requested.

Partnership Committee

Motions to accept Affiliate Status applications from the Public Library Association and the University of North Texas were moved and accepted.

An MOA from the United States Fire Administration was discussed; motion made to approve and accepted.

A web presence for Affiliates on the ARSL website was discussed; moved and accepted.

Additional applications for Affiliate Status will be presented at future meetings.

Member Services Committee

Tameca Beckett and Jennifer Peterson are serving as co-chairs for an orderly transition of leadership.

The need for cross-committee communication among committee chairs was discussed.  A process was discussed for producing website content in a step-wise fashion.  A flowchart with a timeline was recommended.  Messages should proceed, with approval from the board, to the website and then to the member listserv with links to the new content.

New Business

A second annual report will be produced with content and design similar to the first annual report. The production will be on schedule with distribution at the conference in Omaha, September 2013.  Cal Shepard offered that the first report was informative and succinct.

Featured: Library Facelift in Amador County

[This article, written by Kati Corsaut, was first published in the Friends of the Amador County Library Newsletter]

Take one old, down-at-the-heels building housing a much-used branch library, four dedicated community groups, a local philanthropist, and dedicated public officials; mix in generous vendors and contractors who donated labor and materials; spend two months and $16,000 working 24/7 to demolish and rebuild, and what do you get? A brand new Ione branch library that will continue to serve the town and surrounding community for years to come.

In just two short months between May 5, when demolition began, until July 9 when the branch reopened, Ione’sdedicated volunteers rebuilt the library from the floor boards to the ceiling. Donnell Junes, branch library assistant and her daughters Gabrielle and Brittania, and others stepped up to decorate the space in inviting colors, comfortable seating areas that invite patrons to sit down and browse, and an enticing children’s section.

With the City’s cooperation and their building inspector’s oversight, 14 workers from Ione’s service clubs volunteered over 1,250 hours completing the Library facelift. Short Circuit Electric provided all of the labor and most of the materials to completely rewire the facility, upgrading the service panel and adding a local area network for the computers.

The community gathered July 19 to watch Mayor Ron Smylie, County Supervisor Richard Forester (who made this remodel one of his priorities) and County Librarian Laura Einstadter cut the ribbon to the new space.

Thanks to the Ione Rotary, Native Sons of the Golden West Parlor 33, Friends of the Amador County Library, and many others who made this possible.

The Ione branch is open Monday (10-1), Tuesday (2-7), Wed (10-1), Thursday (1-5) and Friday 1-4.
